INSTITUTIONAL DEVELOPMENT OF CREATIVE INDUSTRIES IN WEST JAVA PROVINCE

Abstract


Creative industry is one of the flagship programs of West Java Province, and is the only province in Indonesia that already has regional regulations on the development of creative economy, namely the issuance of regulation No. 15 of 2017. In order to optimally develop the creative economy, the regulation mandates that formed a creative economic institution in West Java to provide a forum for creative economy students, through the pentahelix approach. The design of creative economic institutions is formulated by involving multiple stakeholders. The purpose of this study, thus, is to formulate an institutional model of creative economics in West Java. The design of creative economic institutions in West Java is first done by formulating an ecosystem of creative economic development by involving creative economic actors, and involving various stakeholders.

 

The study uses the theory and concept of institutional design as proposed by Henry Mintberg. The results of the study show that there are three alternative institutional models, namely 1). structural model by placing the role of the government as central and strategic, which acts as its supervisor. The organizational model and work procedures offered are in the form of DInas, Badan, or Balai (UPTD). Then 2) the non-structural model with the institutional form offered is a private organization as the manager. And 3) a semi-structural model, namely by placing an institutional model in the form of a Regional Public Service Agency (BLUD) and / or in the form of a Regional Owned Enterprise (BUMD). By considering the helix value system, the institutional form offered is an institutional model that is semi-structural. The argument is because the new institution must be able to move swiftly.
