Citizen Toleration towards Variation in Public Service Quality: The Case of Indonesia’s Public Hospital, E-Procurement, and One Stop Service Agencies

Abstract


Using the zone of tolerance concept (Parasuraman et al., 1994) this article seeks to improve understanding on the pattern of citizen toleration towards variation in public service quality within the context of an ongoing administrative reform. It examines two hypotheses: 1) Performance-related hypothesis: Citizen who receives services from upper performing agencies tend to show lower tolerance area (are prone to remain critical) than those who are accustomed to receiving services from lower performing agencies; and 2) Reform-related hypothesis: Citizen’s general evaluation on the ongoing reform being conducted at the investigated public service agencies may influence their level of tolerance towards varied public service quality. For the purpose of study, the perspectives of 248 citizens who received services from six selected agencies providing public hospital, e-procurement, and one-stop services in two provincial governments in Indonesia were collected to be further analyzed. Surprisingly, the findings reveal that the citizen collectively shares an unconscious pattern of toleration that consistently follows the types of services being provided to them.
