Pencak silat or martial arts is one of Indonesia's cultural heritages, Indonesian pencak silat has had many achievements at the local, national and international levels. One of the areas in Indonesia with the largest center of martial arts athletes is in Madiun Regency because that Madiun Regency is known as a kampung pesilat. However, having a title as a fighter village does not make Madiun District have a good performance in the field of martial arts. This is due to the low social capital possessed by athletes, the indication of nepotism in the governing body by the body of Madiun Regency or KONI, then the low quality of athletes, the lack of professional management of the national martial arts institution, and the presence of several intimidated pencak silat colleges by political parties and involved in practical politics also in some cases many fighters were involved in conflict with other pencak silat colleges. This study will use the Systematica Literature Review method by using a database that was previously set. The results of this study will be input to the administrators of martial arts in Madiun Regency to Madiun Regency can produce athletes who excel at local, national and international levels.
